It used to be that you had to be over 50 and the Thai child had to be living with you, under 18 (I think), unmarried and then there weren't any financial requirements at all.
However, the law changed yet again last year. Take a look at the English translation of the new regulations that Buksida has linked to above. The clause is around 7.20. For some reason, I can't download the link at the moment or else I'd point you in the right direction.
