I can only imagine that this refers to nationals of those countries who must have a tourist visa to come to Thailand.

Remember that that there is a huge difference between entering the country with a visa that will give you 60 days on arrival (tourist) , those that give you 90 days on arrival (Non Immigrant), no visa at all (visa exempt 30/15 day stamp) and those nationalities who have to apply for a visa on arrival.

I came through immigration a couple of hours ago and it was just as Lomu predicted; the same procedure as normal but no queues due to the lack of people.
The man on the desk was friendlier than normal, but that might have just been the individual rather than policy.
