I think the reason for the lack of using force is due to the fact that it would rapidly escalate to the point where people would be killed, which would be instantly blamed on the government.
Another point might be that there is a vast difference between the hierarchy of the Police and Military which tends to be part of the Bangkok establishment and the actual men on the ground behind the shields who are often from the North East.
I know of at least three men from my partner’s small Issan village who are in the Bangkok Police force.

And WHOOSH...it came to me like a flash of light...one of those epiphany jobbies....
The reds tried every trick in the book to recruit common working Thais, the poor and downtrodden masses, to their side. And failed. Only a maximum 25% support at best.....not enough.
They tried to get poor people to join em in a desperate attempt to outnumber the previous, and similarly insane, PAD demo-crazy demos. And failed....miserably.....only a third of em turned up...most of them buggered off when the sum was out....bugger!
Now the locals are starting to lob bottles at us off the footbridges and break up our blockades...... sodding rich elites they must be......
So..they thinks.....how can we get more potential members. We obviously need more downtrodden piss poor masses to be downtrodden and oppressed by the evil bureaucratic polity...

Anyways they thinks..... how can we do more economic damage than PAD....I mean....a third of a million tourists......

I know.....we will attack the 15 delegates and leaders of the ASEAN nations! Pissing off farang tourists is one thing....but pissing off all our regions leaders! That would REALLY screw things up for good! Nobody will come here.....they will all be scared. Firms will withdraw funding and investment! Great!!!!

All it did (apart no doubt from increasing the Songkran road death toll, which only 3 weeks ago they were so keen to reduce,) was to allow time for Red Shirts to amass and travel to Pattaya. Where they camped out overnight ready for the start of the Summit.
According to reports on that other forum they gathered in front of Foodland, which did a roaring trade in the process.
Then they invade the hotel where the Summit was about to start. Granted, there were demos in London around the G20 venue, but no way protesters would have got anywhere near the delegates as they have in Pattaya.
The result, as already pointed out, is a SECOND cancellation of the Asean summit. Some not unimportant delegates had to be airlifted to safety from the hotel roof.
There is worldwide condemnation of the Governments lack of ability to handle the situation, especially with the knowledge that protests had begun 3 days before the summit. And it has been pointed out on news reports that the Asean is equally important to South East Asia as the G20 is to the West.
World leaders from any country should rightfully expect the very tightest security. In London they got it. In Pattaya - for whatever reason - they didn't. Thailand has lost face, and can only hold it's government, and ultimately it's PM, responsible.

When you have a government that lacks legitimacy because it is in power through violence (PAD), it is not surprising that opposition elements therefore also resort to violence. Whatever one may say about Mr T, the fact is that the PAD has an activist program to institutionalise dictatorship and prevent any group other than a PAD anointed party from gaining power. This is a recipe for national disaster.
Whatever risks were in place by reason of red shirt protesters were made ever much more likely to end in violence thanks to blue shirt provocation. If the government was serious it would have told its blue shirted thugs to stay away, and to properly police Pattaya with however many police and troops were necessary to control the red shirts. In the days when Hitler was Chancellor and consolidating his power, the SA and SS were used to spark disturbances from communists and other opposition groups to which the answer was the necessity to wield more power. Is this a Thai script or just a rerun of old scripts on how dictatorships consolidate power? It begs the question, who is actually in control of Thailand at the moment?

Margaret, I still think Abhisit is doing the best he can in the circumstances and better than most people would do. Those circumstances include several different factions, secret agreements, personal conflicts and utter confusion. TIT and you just cant assume that "the buck stops with the PM" or even that he has much control over things.
I still like him for PM. He has class, unlike the previous shifty-eyed holder of the office. What he doesnt appear to have is power. It will be a cold day in hell, before any of these Asian leaders come to Thailand again.
All these protests buggered up 2008/9 for the tourist trade and it seems that will be the case for 2010.
Abhisit seems to be trying to do his best but without the backing of the army and police, he does'nt stand a chance.
