Start here as it will give you a ton of information and a great selection of where to stay.
http://www.koh-samet.org/
There are 2 or 3 piers where you will depart from. All have parking and security. Some of the resorts have a private lot and parking is free. I'm not sure about parking cost at the general departure piers but if any, it won't be much. Above website may have more detail about parking.
Stay on the east side of the island, better beach, surf and things to do and not as windy this time of year as the west side.
You should be able to get some good deals and almost have the place to yourself as few tourists these days.
Just remember, the rain pattern over here is different than in HH. You may get some storms blowing in off the gulf. If so, just hunker down at one of several thatched roof beach huts, listen to reggae and sip beer. You'll feel as if in a different world.
Have fun! Pete

I don't think there is a car ferry onto Koh Samet unless that's changed in the last few years. The port is down past Pattaya though so you're looking at a 6-6.5 hour drive from Hua Hin, then the ferry.
Have you considered Koh Tao instead, similar to Samet to me, but a lot easier from Hua Hin, about a 3 hour drive to Chumphon then get the Lomprayah catamaran across 1.5 hours. Their port has secure parking. Didn't think you could take a car across to Koh Tao but then just seen this, a 5 hour trip which doesn't seem worth the hassle as small island and easy to get around: "Ko Jaroen Car Ferry (Mon, Weds. & Fri.) Dep. 5.00pm - Arr. 11.00pm."

If you decide to go to Samet and use the above web site as reference, when you find a place you're interested in do a google on their name and deal with them directly rather than the travel agent who runs the above link. You may be able to cut a better deal that way. I've always done it that way.
To confirm, Koh Samet is a national park. There are no vehicles allowed on the island except for those who live there and for the resorts. Pete
