Non O visa for wife of retired person

Hi all
I know I could more than likely find the answer somewhere on here but I've not had any luck so far, hence the reason for a new post.
A Danish couple I know have come and asked me for advice regarding a visa for the wife. Both the husband and wife are Danish and while the guy is retired, his wife isn't. She did have a non o visa before but it's expired. Currently she has a regular 30 day visa exempt stamp and asked at HH immigration if she could get something done so that she can piggyback on her husband's retirement visa. HH immigration said she can but she first needs to have a non o visa, and that she can get one in any of the usual countries such as Cambodia, Laos, Malaysia, etc.
The question is.......will Malaysia for example issue a Non O visa for her, bearing in mind she is not married to a Thai? If so, any ideas as to what they need to take along when they apply?

PS:- Panang are once again giving a one year Non O visa based on marriage to a Thai. At least, this was the case last week when I was there.

She has no intention of working. Her and her husband have plenty of money and are both retired as such. She's not old enough for a retirement visa yet but immigration did say she could get a visa based on her husband having a retirement visa, but that she could only apply for that once she gets a Non O visa.
Money is no issue as they can of course prove they meet the requirements.

As far as I know, if her husband has a "retirement visa", (which is not really what he has)--it will be a non o visa extension based on retirement, then her age does not come into it, as her visa is "piggy backed" on to his retirement extension. As quoted by Immigration she will need to have an initial non o visa, which should be no problem to obtain in Penang, or other close by country, based on her marriage certificate, and her Husbands existing non o visa. She needs to keep it to herself any mention of working, regardless of where it is. If her Husband and herself are going out of the Country to get a visa for her, just remind them that he will need a re-entry permit to keep his current extension valid.

What Immigration told you is correct. Just go to any Thai Consulate and apply for single entrry "O" visa.. If travelling with husband, just need to show his "Permission to Stay" stamp. If travelling alone, you will need to show a certified copy of the main page of his passport and the page with the "Permission to Stay" stamp.
When you arrive back in Thailand, you will get a 90 day "Permission to Stay" stamp. When this stamp is about to expire, go to Immigration and they will most likely extend the "Permission to Stay" to match your husband. That is normal, but who knows what may change in the course of the next few minutes.

To apply for extension of stay as a dependant, the wife has to start the process with Non-O visa and cannot go through conversion process. The husband needs to be on extension of stay to support the dependant's own application for extension of stay.

Lomu..........She only has 14 days left on her stamp so perhaps that's why immigration said she can't convert. Like I( say, money is no problem for them so she'll be able to convert once she has her Non O visa.
Kev... neither he nor she is working here. The just lay around the pool all day and visit friends.
