Never been here over New Year, have no idea what to expect or what to do!!

What to do -New Years Eve
The big hotels will be advertising 'all in' dinner/dance/show type deals, but you might have to rush now to book (and from what you've posted about tuktuk bookings might be limited to Sofitel/Hilton.) Of the two, given a choice I'd personally go for the Sofitel.
Most, if not all, of the farang run restaurants in town will be business as usual though, maybe with some special meals on. Just depends what type of food you want and how deep your pockets are!
Otherwise the bars on the main drag should be busy - much the same as anywhere else really at New Year - providing the MIB don't crack down - or an election isn't called of course. Overall New Year in HH may be a little more low key than you are used to at home. The millenium for example was relatively quiet. Fireworks were banned at the big hotels, but the Hilton put on a lovely display of chinese lanterns.
Remember that December 31st isn't traditionally the Thai new year. They do it because it's there, and to cater for tourists. Farang run bars and restaurants do it because they are farang. Hopefully though you can enjoy new year in HH free from the constant wailing of police cars and ambulances!

The Secret Launch Facility, currently 'under wraps' at Hua Hin Fishing Lodge.

An insider has told me that 19 'mortars' will be shot skywards at midnight on December 31st.
Apparantly there's a BBQ and Buffet there too - at the ridiculously low price of THB 250 / head - Check out the Hua Hin Fishing Lodge thread.
