Can anyone tell me if there is a country close by where a British Citizen can renew their Non-Immi O instead of going back to the UK.

Yes, Vientiane should issue one as will Penang. You'll almost certainly only get a single entry, not multi at these places though. KL are reported to be issuing multi-entries but you need to show some funds in a Thai bank account. I've seen 100K THB mentioned, but don't take that as gospel.
You'll need to qualify for one as well - ie married to a Thai or over 50 are the usual reasons. Embassies and consulates in neighbouring countries aren't issuing Non Os on the basis of visiting friends as certain UK consulates do.
Give us a bit more information about what type of Non O (single/multi entry) you want and how you'll qualify and we'll try to help further.

Recently renewed mine in Singapore and required to show:
Marriage Cert
Bank Book with more than 400,000baht
Along with application form, foto, and fees for Multi-entry and received within two days of applying.
All was quite painless as i had everything they required and decision made at the counter to come back and pick-up following day.

We are a married couple from the UK, so no thai partner. We are both over 50 so no problem on age. We would need a multi entry. Hope this information helps.
It will be a big relief not to have to fly to the UK to do this.

I'm afraid that you may have problems with a multi-entry non O. Vientianne and Penang are almost certain to only issue single entries no matter what your married status or age and despite money in a Thai bank account.
You could try KL or Singapore (as sjpthsuk has had success there), but you will need funds in a Thai bank account. People on the forum who've got multi entries from these places have been married to a Thai national but on paper I don't see why the situation should be different for those over 50 looking to retire here. Hopefully other members may have information.
The reason for a lot of regional Thai missions not issuing multi-entries is that they want you to apply for annual extensions within Thailand now.
And this is really the best bet for you both if you have the funds. The requirements are an overseas income of 65K THB a month or 800K THB in a Thai bank account or a combination of both as long as the total over a year is a minimum of 800K. If using the Thai savings method in whole, the money must have been in the account for 2 months prior to your first application and 3 months for subsequent ones. It cannot dip below this figure in the run up to application (NOTE: information I got from HH Imm didn't mention the 2 month rule, just 3 months so I'd be careful that they are allowing the former for first applications - they should do).
Another thing, as your married, is that only one of you has to show the income/savings. As long as you prove your marriage, the other partner qualifies for the extension as a dependent.

When I went to Panang four and a half months ago they were once again giving the one year multi O's, at least if you are married to a Thai. Not sure about retirement though. Panang also didn't want to see any proof of finances, as did KL.

Thank you all for your replies, although not what I wanted to hear, but I will try contacting Penang just in case. Been down the retirement road visa before, unfortunately not enough thai baht in the account to continue. Don't need to renew until July, but will get back on our success or lack of it, in case it will help anyone else in the future.
