I have a vague recollection of a report of a UK consular representative in Hua Hin. Nothing in search. Is there such a representative here?

According to the website there is only the embassy in Bangkok and honorary consuls in Chaing Mai and Pattaya:

I don't know if he's still doing it, but last time he came on our boat, Steve Keteringham was the consular rep.

He used to have a bar/guest house in the Bintabaht Area.
