Just going by the photos it would appear that the "bed rail cover" extends up and over the top edge of the tub, as compared to the "liner" that is only inside the tub. A couple things to mention here. If you look at older trucks on most you'll see the paint scuffed on the bed rails. That's because you'll find yourself lifting things into and out of the truck over the sides rather than using the tailgate. Many bed liners already come with a top lip that fits over the rails. I assume Ford's doesn't per their photos but it's something to check. (maybe why the sales guy said you don't need the rail cover?) There are also many outside companies that make and supply bed liners for all models of trucks.
