I would appreciate some feedback/information regarding installation of permanent electrical supplies to a small development. My understanding is that the HH Electrical Co provides as an option for the supply transformer allocated to a development to be sited either on Tessabahn land or the Private development land. The difference being that if the transformer is sited on private land it remains under the ownership, maintenance and control of the developer/owner, whereas if the transformer is sited on Tessabahn land ownership and responsibility for maintenance remains with the electric company.
Does anyone have experience of this option and how it works in practice?
Question. Who pays for initial installation and equipment costs?
A friend went through this many years ago in a different province, so different rules may apply. I believe it was under the Tambon administration.
He had to pay for cable run and transformer himself, so had it installed on his land. Installation ran into a six-figure sum.
The question on where it is sited is a very sensitive one, depending on who forks out for the initial run and equipment.
If on your land, it's yours. Exclusively. After all, you paid for it.
If on Tessaban land, it can be shared to anyone who requests to connect to it once installed should the request go to the Tessaban no matter who paid for initial installation. All they cough up for is the cost of the electric meter and possibly a short cable run (couple of thousand baht).
Needless to say, as no one wanted to share installation costs, he had some rather unhappy neighbours.

Who is "Hua Hin Electrical Co"? Or are you referring to the PEA, which is the Provincial Electrical Authority?
Basically, what you have written above is correct, but you had better be sure who is telling you what, and just who is the "owner" of the land.
I believe one of the posters, such as Super Joe, has direct experience with the process and can probably advise you of local requirements.

Nereus........ You are correct, PEA will be the supplier and we will be installing at our own cost as the developer can not or will not provide permanent infrastructure himself

Well, that is a giant red flag in itself! Is there a Juristic person set up to own and administer what will be common property? If you were to have it installed on "property" that the developer owns, you may find that he has a legal right to own the transformer and associated infrastructure, regardless of who pays for it. Such developers abound!
Also, be aware that all "privately owned" transformers attract a 2% surcharge on the total cost of the power consumed.

Yup, big red flag. I guess the development must be quite far in the boondocks for there not to be any convenient electricity supply.
Next thing you know, the developer will be asking if an access road to the property can be built at your cost.
Kidding.
i would put it on govt. land.
one phone call if there is a problem and they are on to it. they also know how much can be used on that transformer and if the load gets too much they will upgrade or upgrade elsewhere.
ive always found the PEA to be pretty good and efficient.
putting it on development land is fine but what happens when it goes wrong.
got to have a homeowners meeting, got to raise funds,what if john the treasurer is on his yearly holidays.......... blah blah blah........2 weeks later and still no action.
