How often does this happen, not only with Thai but also with foreigners accusing others? I'd say, it's pretty common.

For Thai people wrongly accused the loss of face must be the worst thing - in stark contrast to many cases in the West where people would be more likely to immediately sue and be seen as heroes.
I suppose it's just much easier, and less effort, for Thai authorities to arrest and charge rather than spend time investigating crime scenes and using forensics. More results more quickly - the public happy to see something being 'done' - and a lot of lives destroyed in the process while the guilty remain free to re-offend.
