Child friendly bars are Johnnie Walkers and SugarCane. Next door to each other in Soi Selakarm.
As for entertainment ther is nothin really available in bars. Technically children are not allowed in bars in Thailand but the allow it for visitors. There is a small playground in Soi Poonsuk but I would not recommend it.
There are outdoor activities like rive rafting and Elephant Trekking and of course many quiet beaches and swimming pools. Some of the larger Hotels will allow pool access for non-residents fo a fee.
Four is a difficulot age to entertain on holiday. My kids were always happy to spend all day on the beach.
Details of of bars and other venues and events can be found on the front page of this site along with an excellent map.
There is a go karting track but I am not sure if they cater for children so young. Again details are found under JWS sports on this site.

There is quite a nice (for here) playground near Majestic Hotel. It's very near the ground they sometimes use for festivals (is that Queen's Park?). It won't keep your little lad occupied all day, but it might keep him amused for a couple of hours. My 5 yr old loves it.

I'm not sure if it is suitable for a 4 year old, but there are regular 'inflatables' both at Market Village and also the Geeuntung supermarket near the railway crossing, and the former often has other children's activities too. And of course there is about half a dozen ice cream parlours in Market Village!
