The photo is quite remarkable unless the sludge is sitting on the bottom somewhere in the form of tar. I was in the coastal area over the weekend and didn't see any signs of oil at all. Pete 
Boats remove oildrenched waste from Ao Phrao beach on Koh Samet. The beach has almost returned to normal after a week of clean-up operations following the crude oil leak from a PTT Global Chemical pipeline....
