It would appear that, effective from Tuesday 10th December 2013, passport renewal applications are to be sent direct to The Passport Office in the UK, NOT to Hong Kong any more. Bangkok Embassy link and further details here:

At least no change to processing times, but registered mail may cost a bit more.
