Does anybody know if there is a bank manager who speaks good English in Hua Hin?

Try kasikorn on the main road opposite pure plaza. Someone usually speaks reasonable English there.

Also the Ayudhya Bank (yellow) opposite the Tessa Baan at the main traffic light intersection

I think all of the banks I have been in have some staff who can speak English, although you mention Bank Manager - is this specific?

Many Thais claim they speak English - and some do. But their pronounciation
sometimes become gibberish, so I would often start a dialog with "I'm sorry, my English is not very good and I appologize for that. Could you speak slowly, please". That does the trick. They don't lose face.

Speaking English well is not necessarily helpful career wise. I know a young lady who has spent some time in Australia. Her English is perfect. At work however she deliberately speaks English like a Thai. Heavily accented and makes the usual grammatical mistakes.
I heard the previous prime minister (Eton and Oxford) speak at the british chamber of commerce. Sounded quite different from on TV.

Cookie and Otto (my Thai dawgs) understand English perfectly. "Sit", "Shaddap", "Heal" took them only one short afternoon to learn. Cost me a couple of pork chops, though....
