Restaurant Phillipe
The menu looks great, many interesting dishes, but the whole ambience is destroyed by so many people smoking, the proprietor is obviously not aware of the laws pertaining to smoking in restaurants. The restaurant was nearly full, which is not bad, given the current political situation.
The food however was disapointing. My wife's french onion soup was overloaded with salt and undrinkable, and the baracuda she had for main course was overcooked. My chicken sate starter did not have the traditional peanut sauce with it, but a masaman curry sauce which was too hot. The trout for the main course was quite good, but a bit on the dry side
Did not stay for desert as too many people were smoking, a pity

Regarding the smoking...
Is it an open air restaurant or an inside air-con joint? If it's open air and the tables are placed appropriately (as in enough space between each of them) I think smoking is still kinda legal in Thailand (as if legal means anything here
). I think an open air place is fair game to smoke. When the tables are stuck close together or there are many people sharing a long table, I do make a point out of asking people close by if it's okay I have a cigarette. If it's not, then I'll up and smoke one outside - no drama.
If it's an inside venue with closed doors - I agree... smoking shouldn't be allowed.

It's neither indoor nor outdoor, it is a covered srea with no walls, but no matter, the law of May 2008
is very explicit, no smoking in ANY restaurant, except in designated areas, and Phillipe's restaurant
has no designated smoking areas.
I have nothing against people who smoke, but I find it obnoxious when I am eating. And regarding the food, in retrospect, the standard of cooking was poor and the menu pretentious

I am a smoker and am always mindful of other diners in a restaurant even if outdoors. As for smoking outside being against the rules? Could be out of touch but I don't think so.
Ambience at a French restaurant? I would expect the aromas of fresh baked bread, fine French country food cooking, Gauloise and Citange smoke drifting across the room, people drinking Ricard and muttering amongst themselves in dark corners during their 5 course lunch break. Plus the phone number of the cute little blonde waitress that has been turning her head and flicking her hair over her left shoulder suggestively and subtly giving me the eye whilst I am having a cigar and a cognac after my meal and beyond.
I've been to France,. It's next door.

I also smoke but have totally conditioned myself to smoke outside and not in front of my daughter I wouldn't dream of asking someone on the next table if I could light up.

Regarding the quality of food at Phillippe's restaurant, this place is one of the best restaurants in Hua Hin, if you not satisfied with the served food, just tell the owner and he'll serve you a new dish to your likings.
We eat there regularly and are always impressed with the food they serve us, proof is that the restaurant is always full, people are turned away on special menu nights, (spare ribs, cote a l'os bearnaise sause, bouillabaisse, choucroute and sausages, etc) if they didn't make a reservation!
Imo one of the best at the moment and always a good atmosphere, a place we can recommend to everyone who loves good food and a proper drink.

There is no such thing as 'no smkoing laws' for restaurants in Thailand, it is upto to individual owners. Rightly so that a restaurant owner decides what he or she wants out of their establishment. If you don't like, don't go but don't force your western rules on others

Being a non-smoker, I've no idea what the law is, but this reads different to your interpretation.

And what response did you get from the staff/owners when you obviously complained about the food and smokers??
Perhaps you should return to Family Restaurant with whom you publicly fell out with last year .
