Wouldn't an easy solution be to stop growing so much rice and instead diversify agricultural crop production (wheat, soy beans, corn etc.)?

Not if you've been promised double the market rate, but hopefully that will soon disappear and then diversification would be a good thing and better for the soil if you rotate crops over a 3-4 year cycle.
