I have heard that there is such an animal as a 15 month visa.
Can anyone confirm this ?

That would be a multiple entry Non Immigrant O visa.
It's good for a year but you have to exit the country every 90 days.
Assuming you time it right and exit just before the visa itself expires, you''ll get another 90 days thus making it work for approx 15 months.
Getting one of these is another issue and will depend on whether you qualify (normally over 50 years old or married to a Thai). And financial requirements - 65K a month overseas income or 800K in a Thai bank account. That's for retirement. If for marriage its 40k or 400k.
These visas are becoming much more hard to get as they've been abused in the past.

Well I don't know how they do this. I have had such visa for many years but the stamp given everytime I enter Thailand is the date when my visa expires. This has also been the case everytime I enter just a few weeks before expiration date. That shouldn't happen. The multi entry O gives you 90 days each time you enter as long as the visa is valid.
So, you could exit and re-enter one day before the visa expires and still get 90 days. A visa is basically only an invitation to enter the country. The permission to stay is the important factor and can extend beyond the visa's validity.
I've had a number of them in the past and that's always the way they worked.
If I'd only got a permission to stay that coincided with the visa's validity I'd have questioned it. Imm officers do make mistakes.

Every time I enter they stamp and write the date when my visa expires. I checked now and it seems like it is an re-entry extension of my visa, and they give me this every year when I renew. It's a marriage visa and I extend every year and make it a multiple entry due to I travel for work.

You and lomu are talking about two different things altogether. Lomu is referring to someone who has a valid visa and is entitled to receive 90-day entry stamps as long as that visa is valid, but your visa has long since expired.
Technically, it is not the visa that is extended, but the entry stamp you received on the basis of that visa. When you re-enter Thailand (with a re-entry permit acting as a visa), instead of getting a 90-day entry stamp, you are given leave to enter until the expiry date of your annual extension.
