You hit that nail on the head. No doubt in my mind that the main cause of long waits at the regular Imm office is farangs filling in wrong forms, forgetting a needed form or documention, forgetting passport-type photographs, not having a clue regarding just about anything. Then, when its pointed out to him/her, they get angry, loudly.
I've never seen so many people gathered together all looking like stunned deers-in-the-headlights as there are in the Immigration office on any given day.
What a zoo.

Even at the main imm. office, I've never had any long waits. Avoid Mondays and Fridays and mornings. I go after lunch and even yearly extensions are done in 15 to 30 mins tops.
From what I've read, we're lucky to live in HH and not in some of the other 'nightmare' scenarios elsewhere.
Every one has their own experiences, not all are good. I'm not going to elaborate but mine has been the latter when dealing with Hua Hin. Yes, they're fine with simple retirement extensions but try to get any other kind of visa extension and see how lucky you are or easy it is, the 'nightmare scenarios' are alive and kicking in Hua Hin.
Just sayin' it ain't all rose tinted.

Yes, I experienced the obstacle course last month. My paperwork was correct but the officer handling it was surly after she tacked on a service charge for entering new stamps in my new passport and I asked for a receipt. Governments are really insufferable.
My 90 day is up 20th Nov but need to go U.K. for funeral next week. Do I try to renew before I go or will I get another 90 days on re-entry ?
What do I need to take ?

If you’re out of the country when your renewal is due it’s no problem, and you get 90 days once you return. Make sure you have a re-entry stamp before you depart though.
What type of visa do you have? I'm assuming a multiple entry Non imm O.
If so and that visa will still be valid when you return, there's no need for the re-entry permit. You'll automatically get another 90 days when you get back. Look at the validity date/use before date on the visa itself and calculate accordingly. If the visa will have expired by the time you return, you'll need a re-entry permit to keep whatever is left of your existing 90 day entry alive.
And, according to the photo of services on the previous page of this thread, Blueport do re-entry permits. 1000THB for single or 3,800 for multiple.
I doubt they ever will. Major procedures will continue at their main office and then the new premises when that eventually opens. Bluport's main function will be for tourists and 90 day reporting.
