I've just read that staff in some 7/11's refuse to have anything to do with alcohol on religious grounds. Maybe that's what you encountered in KL.

That could well be the reason. They did say no with a lot of enthusiasm in one shop. It was over and above your usual no. I hadn't considered religion, but it fits.
