There are several places along Petchakasem Road. A good one just past Chomsin Road on the left going out of town. Opposite the gasoline station.

I just had my windscreen tint replaced least week. Look for a place that does high quality tint, not the generic cheap stuff.
I'm not in Hua Hin, so can't recommend a place, but I can recommend a decent brand. Lumina (has been on my car for years, no warping or tint fade) and Hi-Kool, which I had my windscreen done with. I got a 60% light reduction ceramic tint, which is also okay for night driving. Remember not to get any metallized tint as those degrade gps and phone signals. I paid 1,500 baht for a fairly large windscreen (Nissan X-trail).
Search the Hi-Kool website for installers near you. It is a Thai brand (I looked it up) but if you want a US brand there is V-kool but at 3 times the price.
I'm pleased with what I have.
Side note: my radar detector performance has gone up by a few notches
