This is a sad story and the tip of the iceberg. But nowhere in the article does it say that the girls were 'forced' to provide sexual services. Maybe too young to make their own informed choices and so lured into vice, is a better description based on what little information is given in the article.

Just as well they can rely on an 'international anti-trafficking organisation' to provide the relevant info, after all, it's not as though the authorities here can be expected to find such cartels on their own, is it? Not when it's easier to turn a blind eye instead.
