I think it depends on whether the draft for the constitution will get approved in the election on 20th this month. BTW 21st. will be a public holiday but banks will remain open, I think.

Well, the referendum for the new constitution is August 19th. The 20th has been declared a holiday and there's half price travel on buses and trains to entice people to go back to their home towns to vote. (Don't be planning any travelling yourselves by public transport around these days).
The election's scheduled for December.
