Yes water changes done with tap water, usually 30% every two weeks which I have upped now to 50% twice weekly to remove excess nitrates. Does this need to stand for 24 hours to dechlorinate first?
I have a test kit but not sure how accurate it is as its giving a small ammonia reading which would indicate the tank isn't cycled.

You seem to be doing the right thing and YES let the water stand 24hrs before use. The chlorination in Hua Hin seems to be haphazard but for sure fish dont like ANY level of it.

Been doing the water changes (50 gallons at a time) and checked nitrate level which is now down to 15 mg/l. Oscar is still pretty sick and sulking at the bottom most of the time, is there anything else that can be done or is he ready for the journey to the big fish tank in the sky?

Set up a 'hospital' tank with very good aeration. Use drinking water (10bt per 25L ) and restrict his feeding for a day or so.
It has worked with my fish in the past.
On aquarist supplies , you can get ANYTHING you can buy in the UK at the Bangkok Sunday market.There is a whole Soi selling nothing else at rock bottom prices.
Jatujak market in BKK has pretty much everything under the sun for fresh and salt water aquariums. As with the rest of Thailand lots of the stuff is substandard so have a close look before you buy. I've seen lots of salt water test kits there. Not sure if they are the same for fresh water?
Also Phuket Aquarium (near Jatujak) has probably the best stock in Thailand for marine aquarium supplies and fish and they also have a fresh water section.
I am looking for a small water pump (recirculating pump) for an outdoor fountain and it seems (once again) that it is an item just not supplied here in Hua Hin) ( Needs to be low wattage, self priming and lift water about four feet.)
I have looked at the selection in both Tesco and Home pro. . all too big and obviously meant to pump water for a house system or fill a water tank.
The fish suppliers at the Grand market and the store under Market Village carry small air pumps for small aquariums nothing bigger. And I really dont want to go to Chatujak if I can help it. . .not planning a trip to the Big Mango for at least another month anyway and I would like to finish this project asap.
Someone mentioned an aquarium supply store "near the railway" I looked all along that street today and saw nothing. Can you be more specific?
This dearth of such pumps seems strange because everywhere you look in "tourist town" there are flowing fountains.
got my pump from THA-YANG by the market on the main road and corner shop sells some fish and has a garden fish pond pump for bht 800. very pleased with it . THA-YANG is half way to PETCHABURI.

I know where Tayang is but not so sure where the market is.
Do you take the turn into Tayang proper from Petchkasem Road? ( the one with the welcome sign over it) and then which side is the market on? Is it easy to spot with visible aquariums, etc?
