I had to smile at this posting.
We all comment about corruption but the first thing we all do when faced with being stopped for " No Crash Helmet or Speeding " is to try and bribe the Police.
What a fickle lot we are.
Well, I'm sorry, but I confess I don't understand.
If you don't wear a crash helmet or you're speeding, the standard fine is 200 baht. On the many occasions I've been done (only once for speeding), I've always paid it on the spot and been given a receipt (or a ticket, call it what you want!)
Why would anyone want to bribe a copper to avoid a 200 baht fine?

Actually almost all of the fines are 400 except for modifying the bike which was more.
BTW this info comes from the fine board displayed in the police station.
I know a web site says 200 but that's not what I paid at he station.

The point is that usually on a stop its bloody hard not to bribe em as they usually offer you the option to "pay fine now" - or at least they have with me.
I was just amused / bemused to find one that wasnt looking to boost the whisky fund.

On an aside I passed two big multi officer roadblock style stoppers twice later that night - once on the main road and again later out by the station...they seemed to be pulling over any pickups or modded cars that passed, not bikes...

There's virtually always a roadblock by the station. Sometimes they seem to want to target bikes, sometimes it's cars.
I was going down there today on a bike taxi. Had just got past the police on our side. An oncoming bike carrying 2 young Thai guys did a quick U-turn. They didn't signal & were nearly hit by the tuk-tuk immediately behind them & they went straight into our stream of traffic, narrowly missing getting hit. Seems they had just seen the police & weren't wearing helmets. So, they risked being killed (very near misses) to avoid paying a fine...

I mean those semi customised boy racer cars and pickups y see about.... the MIBS had pulled a couple over near the station on the road out to the Luk Nam Pub and looked like they were pissed off about the lowered suspension.....I was sitting over the road on my bike having a coffee and a fag watching the fun.

Just thought I would point out that the meaning of the expression, 'Once in a Blue Moon', comes from the fact of having two full moons in one calendar month. Comes around very rarely.
The answer to the question 'what's going on?' is that it is not only nearly the end of the month, and not only nearly the end of the year (normally the reasons) but also there has been a directive put out to clamp down on speeding, drink driving and all the other traffic offences to try and avoid the regular carnage that goes on around New Year. Of course you can almost guarantee that after 10 pm every night there will not be a MIB in sight, and they will have turned off all the traffic lights, but of course this doesn't cause any of the problems and surely nobody would be foolish enough to break the traffic laws at that time of night? Well, I can only say that in the 13-15 times I've been fined in the last 4 and a bit years, it's always been on the spot and it's always been 200 baht, for everything from speeding to no helmet to no seat belt.

And if you looked in your mirror as you were driving away (or even at the time of 'paying' the fine) you would probably notice both a smile on the face of the cop and his hand adding to a bulging pocket full of 'fines'!. However the misconception is that the individual cop keeps this on the spot fine, whereas the reality is that he has been instructed to collect these fines by his boss, who takes the lion's share - I know this because my father in law used to be a cop here. He refused to do this, and was consequently given a hard time by his boss, as in bad shifts, re-locations at short notice, bullying from other 'pet' policemen and of course no promotions. Our actions can't affect any of this but I hope it sheds some light on the police corruption discussion.
