I'd be a bit careful about the 400K rule.
Although the Police Order is dated 2004, changes were made to that in October 2006, so that's the relevant date for grandfathering.
However, I'm almost certain that you must have had an extension prior to Oct 2006 (and have kept it alive) to benefit from the grandfather clause. The date of your marriage dosn't matter by itself. If you havn't had a visa/extension in Thailand yet, I think you'll find you have to comply with 40k a month family income. Take a look here:

HHT is correct is as much as there's been no change to Tourist Visa rules. You'll get 60 days on entry and can extend once for a further 30 days - cost 1,900 Baht.
Single entry Tourist Visas are valid for 3 months and double entry for 6 months. Hull was issuing triple and quadruple Tourist Visas in the past, but not many people got them. Again, the visa was only valid for 6 months, so you'd have to enter three or four times within that period to get the maximum number of entries. OK if you're nipping in and out regularly, but a waste of money if you want to say 60+30 days on each entry - you'd only use two of them.
Multi entry Non O's are valid for a year - you've got to exit every 90 days.
Marriage visa changes
Depends on your visa.
If you're on a multi-entry non O, then 90 day runs to Ranong and over to Burma will be the quickest/closest option. You can do it in a day.
If you need a new Non O visa (single or multi entry), then Penang's OK for the former. I got another one from there last week, but it's a bit of a trek. Total time away 5 days if you go by train - 2 on the train and 3 on Penang. Multi entry Non Os can be difficult to get in Penang. If you're married to a Thai, the single entry will not be.
Depending on your circumstances, you might consider a retirement extension if you're over 50 and have a minimum overseas income of 65k a month or have 800K in a Thai bank account for 3 months prior to application. You can also use a combination of the two as long as the total income/savings is more than 800K. The extension is annual and you only need to report your address locally every 90 days. No need to exit the country.
