Everyone is striking out with the face. Perhaps look at his robe/coat and the decorations on it. Not very clear but somewhat visible. That may give a clue to what he was, leading to who he was. Pete

I recognised his picture as at one time when very young I played in the Sally Army band

He was a leading figure in the British Empire starting as a clerk, mastering Urdu among other languages. He fought against corruption and finally appointed to be a colonial Governer. He was later famously accused of corruption in an impeachment, but was acquitted and finally made a Privy Councillor
