Found it eventually, it's the buoy yard of the Blackwell Training School for Lighthouse keepers.

I would guess at a neck or ankle shackle for a prisoner or convict....neck looks more likely.
From the days of transportation so sometime in the 1700s?

Is it a "stirrup" used by the Foresters (the kings gamekeepers) for measuring the size of a hunting dog? If the whole dog ddnt fit through they would cut its legs off.....if so its early Middle Ages around the 1200s.
