If you want beach front land at a reasonable price in Thailand you have to go someplace that hasn't been discovered yet. Back when only one third of Koh Samui's beach front was developed in the 90's and the rest was pineapple and coconut farms I had a friend who bought less than a half rai on the beach for $80,000 U.S. on the opposite side of the island from the tourist development. Now that it is pretty much developed all the way round I shutter to think what his parcel is worth. Even then he checked in Hua Hin first and said he couldn't get anything near that price on the beach here.
Around three years ago you could still get a reasonable deal on Koh Chang but I think now it's been discovered and that is no longer possible. You will just have to drive the entire coast of Thailand and explore the islands to find somewhere there is only farms and is yet undiscovered by tourists (if such a place still exists) to get any kind of reasonable deal on beachfront property.

Koh Chang is long gone IMO. Connected developers were moving in big time when I was last ther 7 years ago.
With mass media, internet and people moving back and forth to BKK the word is out even among poor framers that sea frontage is worth a bomb.

We went to Koh Chang last year for 5 days. The developed side of the island (west side?) is already pretty well built up with some big name resorts, so am sure the beachfront is sky high, if available.
I think the other side of the island is not (or under) developed, without even much of a road system.

East side is far less developed, migrant. Lots of mangrove and poor beaches.
