Won't fly for all the above reasons plus who in an Isaan village has the dosh to go through with this process? and do they really care? It won't be policed in rural areas and babes appear out of nowhere up there without the identity of mama or papa being known

True though the fee would be too high for many - but they seem to be figuring on that already.
However, I can see some sense in the plan. Especially as you say Richard they appear from nowhere without the ID of parents. Surely those children are most at risk of being sold/trafficked/rented out to a pitch in Bangkok during their little lives?
The photos of course would be a nonsense, but if they did it properly with a DNA sample and database - why not?

Here's a quote from a Chinese friend about their system. I do like the simplicity of assigning the ID number with the birth certificate. Seems efficient and gives the government an immediate data record. Pete
