True though the fee would be too high for many - but they seem to be figuring on that already.
However, I can see some sense in the plan. Especially as you say Richard they appear from nowhere without the ID of parents. Surely those children are most at risk of being sold/trafficked/rented out to a pitch in Bangkok during their little lives?
The photos of course would be a nonsense, but if they did it properly with a DNA sample and database - why not?
