Veggies and fruit that grow close to the ground are more often subject to infection than those growing on trees, the reason being farm produce watered by sewage water. This was the case with lettuce from Israel (Palestine) some years back and most likely also with the bean sprouts from Germany. Always wash your veggies and fruit thoroughly and when possible, cook before eating.

Apparently not the case with the bean sprouts. They were organic in name, but not fertilised. The technique used is to bath them in cooled steam in stainless steel containers - more a hydroponic method to my mind. The Robert Koch institute hasn't yet (from anything I've seen) isolated anything suspicious from the farm concerned - it is simply that the beansprouts were the common element in restaurants and meals of many of the affected persons. In any case E-Coli should be killed by pasturisation (72°C), so it also implies that they were likely eaten as a salad component rather than stir fried food (though I haven't seen any news articles to that effect).
