So where are the other 18 recorded as Hua Hin from? The clusters total 17, which is almost the same, but if that is the difference, that is just messing with people's minds.

The clusters in restaurant, coffe shop, bakery we see since many days are really worrying. I can see that many people in this kind of shop don't wear masks, Customers or staff . And no social distancing.

Hua Hin district goed right to the Myanmar border so there are also cases in, for example, Thap Thai, Nong Phlab, which are in HH district (amphur) and show up in the overall HH stats, but are not in HH Recharge.

In these reports Hua Hin means the amphur not just the town. The same is true for Pranburi, Bang Saphan , Thap Sakae, etc. In the original Thai language reports the places are generally referred to as, for example, อ. หัวหิน or ต. หัวหิน (amphur and tambon respectively). So they do say what they mean.

Perhaps ask the translators (whoever they are) to be more precise.
