I can't either. I seem to recall that something got translated as "Ghana new year" in a previous notice. Google translate isn't very good at Thai.

When I was teaching at Phetchaburi Rajabhat, a loooong time ago, I asked a senior Thai teacher why the level of English, amongst the English Major students, was so poor.

Given some of those students had had in excess of ten years exposure to the English language, I found the situation perplexing.

The Thai lady smiled and said, ' Their level of Thai isn't that good either.'

Again I ask how can an entire family of four get through all the testing and precautions before they boarded a plane? Again I think this may be a case of dead virus being present. As for the mutated strain of Covid-19 in the UK, she said the British family of four went into 14-day quarantine immediately upon arrival and though they tested positive on Sunday, they had not come in contact with anyone.
Apart from the dozens of passengers on the long haul flight from the UK!!

Covid travel permit 'impractical'
Emotions ran high at a number of district offices, where residents of eastern provinces which had been declared maximum and strict Covid-19 control areas were seen queuing for hours to get a permit to travel.

Within the first hour of opening, the district office at Rayong's Muang district saw more than 100 people stream in to apply for travel permits. As the day progressed, the sheer number of applicants forced authorities to move the dedicated booth to a meeting hall which offered more space.

Fireworks displays for the New Year countdown at CentralWorld are always a magnet to draw hundreds of thousands of revellers to watch. But this New Year was different. The event was organised during the new normal with live streaming only due to Covid-19 curbs.

"The movement restriction came out of the blue. All of a sudden, everyone has to get in line to get a piece of paper to leave the province," said Sorot Chamchuen, 69, a vegetable trader based in Rayong, who routinely picks up produce from the distribution centre at Talad Thai market in Pathum Thani.

"We're afraid of breaking the law, on top of our fears of contracting Covid-19."

A Rayong-based shrimp vendor, who asked not to be named, said, "Before the authorities announce a regulation that must be followed, they need to think of the people and give them enough time to prepare first."

She said that even officials seemed ill-prepared to enforce the new restrictions, which were recently published in the Royal Gazette and put into immediate effect.

The new restriction, which applies to Chon Buri, Chanthaburi, Rayong, Samut Sakhon and Trat, requires those seeking to travel outside their home provinces to secure a permit from their local district office.

WE’VE HAD ENOUGH OF COVID CONFUSION FROM GOV’T
Confusion, confusion, and more confusion can be expected if the government doesn’t learn from this week.

As the government tries to contain the second outbreak of coronavirus, new regulations were passed, then hours later repeal, rescinded or reversed, again and again. Examples over the past week include whether parts of Thailand will be in a lockdown, whether on-site dining at restaurants in Bangkok ends at 7pm and whether the government’s tracking App is mandatory.

Do not ask me whether one can still travel from Bangkok to Chon Buri, both red-zones which means highly infected areas and restricted, without a government permit. Don’t ask me how long fitness gyms will be closed or how much longer can you buy booze legally. Things seem to be changing with little notice within hours and there’s no point trying to write a definitive rule that could be reversed in just a few hours.

What I am more interested in this column is to try to understand and explain all the confusions. Basically, it boils down to a few factors.

Let’s start from a positive explanation. The government of Gen Prayut Chan-ocha is basically like a cook trying to balance the various tastes to come up with the best dish. In this case as Prayut said himself earlier this week, he’s trying to strike a balance between protecting public health and the economy.

Let’s face it, the government cannot keep on borrowing money with no end and avoid the economy sinking into the abyss. Last year was already a painful period and if anything, Prayut must have learned that you cannot save people if you push more into unemployment and destitution.

So instead of a nation-wide lockdown that would lead to massive state compensation for workers affected, the government’s Center for COVID-19 Situation Administration spokesman Taweesin Visanuyothin said on Sunday that they won’t even use the word lockdown because by doing so “there must be some [state] compensations”.

It seems the only thing preventing them from curfewing and having another nationwide lockdown is the fact that they've run out of money to compensate citizens. :shock: Better cancel that order for Chinese moon rockets.
