New Regulations to curb COVID-19
Nationwide Measures:
- Public urge to work from home, reduce travelling
- All educational institution close (physical learning)
- Department stores to close at 9PM, no sale promotion events, entertainment
- Alcohol sale not permitted
- Activities banned for >50 people, or ask permission from authorities
- All bars, pubs and massage parlours across the country will be closed for 14 days
- CCSA and affiliate units to find additional facilities to quarantine, isolate patients
- These measures will be implemented for 14 days from Sunday onwards

-Red Provinces:
Restaurants for dine-in to close at 9PM → take out = 11PM
24 hr convenient stores, supermarkets to operate between 4AM to 11PM
Gym / Fitness 9PM + sporting activities can still be held with limited number of spectators

-Orange Provinces:
Restaurants and coffee shops for dine-in, take out can operate till 11PM
24 Hour establishments operate normally
Gym / Fitness can operate normally
I am confused. Are these instruction superseding those already issued by the Prachuap Governor, or as well as? Specifically, "Gym / Fitness 9PM + sporting activities can still be held with limited number of spectators." I thought these places had been closed down.

If these instructions are from the CCSA then the governor's instructions go by the wayside. Chano-cha-cha-cha has seniority.
But of course, the governor can add to the restrictions but cannot reduce them.

Not if the governor has closed them. As said, the governor can increase (add to) restrictions. The CCSA rules are the minimum that must be applied.

Here is the buck pass from the CCSA:
These measures will be enforced from Sunday and be effective for 14 days before the situation is assessed and new measures considered. However, CCSA said, if the outbreak worsens, provincial governors can introduce stricter measures.
That basically gives carte blanche to the governors. "if the outbreak worsens" - in the governor's eyes.

They have always said in the past that governor's can impose their own additional restrictions.

I am genuinely confused. For the Gov't to issue a close by 9pm order days after the Governor has closed everything pending the next update is crazy. However, the Government's update has to be ignored.

Meanwhile I've only seen one massage shop closed and some restaurants are still openly serving alcohol. Or do they have to serve tea in Leo bottles because the tea pots are being used for something else?

I know Thailand is known as Disneyland for Adults, but can't somebody introduce an element of reality and give a clear instruction?

^^ Perhaps the reported suspension of the HH police superintendent means that patrols don't have any orders about closures.

I agree. Very confusing. Looking back at previous lockdowns, it's always been said that the governments edicts are law across Thailand. In every case I've looked at, there's nearly always a clause that says the governor can order extra precautions but not less.

1. CCSA (the government)
2. Governors in addition to the CCSA

CCSA on Saturday reported 1,547 new cases

The Centre for Covid-19 Situation Administration (CCSA) on Saturday reported 1,547 new cases, with two deaths.

The dead persons included a programmer, 38, in Tak province and an office worker, 51, in Pathum Thani.

According to reports, the first patient had visited Krystal Club – a hub of infection – in Bangkok's Thong Lor area on March 19.

This programmer died on Friday at Somdej Phrachao Taksin Maharat Hospital in Tak’s Muang district. He was also suffering from high blood pressure, diabetes and obesity, said Public Health Office deputy Ramet Wongvilairat.

Meanwhile, the second case died on Thursday. This person had contracted Covid-19 previous case, and had heart disease, diabetes and hypertension.

Over the past 24 hours, 90 patients have recovered and been discharged.

As of Saturday, the number of confirmed cases in Thailand had risen to 40,585. Of them, 37,353 were contracted locally, including 19,980 found via proactive testing, while 3,232 were returnees.

So far, 28,570 have recovered and been discharged, 11,916 patients are still in hospitals and 99 have died.

According to Worldometer, as of 11am on Saturday, the number of confirmed cases globally had risen to 140.51 million (up by 830,052) – 119.33 million have recovered, 18.17 million are active cases (107,017 in severe condition) and 3.01 million have died (up by 12,514).

Thailand ranks 111th on the global list of most cases, which is topped by the US with 32.3 million, followed by India 14.52 million, Brazil 13.84 million, France 5.22 million and Russia 4.68 million.

Meanwhile, in the last 24 hours, 13,374 people had given their first shot of the Covid-19 vaccine and 5,853 their second shot, bringing the total number of Covid vaccines administered in Thailand to 605,259.

Where I live, both the gym and communal swimming pool have been closed by order of the Governor.

Yes, today's statement in today's Daily Brief has clarified, thank you.
Additionally local provincial authorities are also given the mandate to impose disease control measures in their own provinces as they deem necessary, and that’s the authority of each particular province.
