Thanks guys - it is indeed part of a "Stag Horn" Carving Set.... :thumb:

I shall now eat humble pie as the item in question is a "sharpener"......

I'm just taken aback in that it is hexagonal in shape and smooth - zero ridges..

Anyways, mystery solved!

It actually seems to be a knife "steel" which is why it's smooth. It's run along the edge of the blade to restore minor deformations rather than a sharpener which abrades away metal.

Sorry, that is not correct. If you have ever watched a butcher cut up a carcass the first thing that he will do is briskly strop the knife with a "steel". Depending on the size of the carcass he may repeat doing it several times.

And if the butcher was trained properly, there will not be any "nicks" in the edge of the knife.

If a steel was an abrasive sharpener, you would get metal filings in your beef! A steel is smoother, a sharpener is abrasive as they restore an edge by different means, although used in a similar manner.

Someone will probably have seen this, but in case you haven't - no googling!

What is it and where and when was it used?

It is indeed a ballot box, but it doesn't go back quite as far as the 11th century!

I need to know principally what is special about it, which is guessable if you know a little about the political history of the UK, which decade of which century, also guessable. The exact year and place can wait for later.
