I've just got around to listening to yesterday's brief. It's good to hear that the CCSA are talking with great authority when they say Petchaburi with it's seaside town of Hua Hin will be opening

I've not listened to the brief (to be honest I find it quite boring and repetitive). Published today:
Tourism Authority of Thailand governor Yuthasak Supasorn said Hua Hin municipality and Nong Kae district are expected to reach the 70% vaccination target this Friday, with a soft opening plan slated for Oct 15.
Chiang Mai, Chon Buri, Phetchaburi and Bangkok are scheduled to reopen on Nov 1 at the earliest.
Moreover, if Hua Hin can reopen together with nearby areas like Cha-am by Nov 1, travellers will have more travel choices during their trips, he said.
"A reopening date for these two areas of Nov 1 is more preferable as the Covid situation in the provinces should improve by that time," said Mr Udom.

Problem is it changes daily. I read a couple of days ago that Hua Hin would achieve 80% by Oct 1st. They are all 2nd guessing, but I think most people on the ground are thinking absolute twaddle.
Rather than trying to rush things, we've been living this rubbish for 18 months - just come up with a realistic plan, which everybody can relate to and work towards. If we believe the way forward is achievable, it will be much easier to achieve with everybody on board. If it takes a few days more, so be it. The visitors aren't exactly rushing to come here yet, so just take it easy.

With all these stats and info flying around it's hard to keep up. Has anyone indicated what a "soft" opening entails? Does this mean bars can re-open and restaurants can serve alcohol?
