Cambodia drops Covid testing requirements for overseas visitors

PHNOM PENH: Cambodia on Thursday dispensed with a requirement for visitors from overseas to take Covid-19 tests, as the country moved ahead of most neighbours by relaxing most restrictions to spur more investment and tourism, officials said.
The Southeast Asian country has vaccinated 92.31% of its population of 16 million against the coronavirus, one of the highest vaccination rates in the region, official data shows.
Prime Minister Hun Sen said the new rules would start from Thursday and should help boost tourism and business.
"Now it's the stage to open the economy by learning how to live with Covid," Hun Sen said in a speech.
Foreign visitors would still need to be fully vaccinated and those unable to show proof of vaccination would need to be remain in quarantine for 14 days after arrival.
Even with the removal of mandatory testing, authorities called on visitors to test themselves.
"The Ministry of Health would like to urge all travellers that they should do rapid tests," Health Minister Mam Bunheng said in a statement.
Authorities also plan to resume issuing visas on arrival, which were suspended during the pandemic, though the statement from the health ministry did not confirm when this would start.
Cambodia, which reported 140 new coronavirus infections on Wednesday, has registered 3,049 deaths in total due to the virus.
International arrivals plummeted to 113,000, or a 90.6% fall, in the first seven months of 2021, compared with the same period in the previous year, the World Bank said.
Similarly, entrance fees collected from Cambodia's famed Angkor temple complex plunged 98.7% to $236,000 over the period.
Tourism accounted for two million jobs and contributed to a quarter of the country's gross domestic product before the pandemic, the World Bank said.

Zoning revised: Chiang Mai open to tourism, restrictions ease in several provinces

Restrictions are easing across Thailand, especially in Chiang Mai. The northern province is now fully open to international tourism and can welcome travellers entering under the Test & Go and Sandbox schemes. Restaurants in Chiang Mai can also serve alcohol until 11pm.
A number of provinces have been reclassified on the Thai government’s colour-coded zoning scale based on local Covid-19 infection rates. The majority of provinces in Thailand are classified as “yellow” zones with less stringent measures than “orange” zones.
Chiang Mai and Petchaburi have been reclassified as “blue” zones to allow international tourism. Chiang Mai has had five districts approved to welcome overseas tourists, and local officials have been pushing for the entire province to be open to travellers.
Bars and nightclubs across the country are still ordered to remain closed, unless they had applied to reopen as restaurants or have found a loophole in the system. (Because – clearly – many bars are open.)
In orange zones, alcohol sales at restaurants are still prohibited and gatherings are also limited to 500 people. In yellow zones, restaurants can serve alcoholic beverages until 11pm.

Two years into Thailand’s reaction to the Covid pandemic, Thailand’s State of Emergency will remain in effect after being extended for another two months. The emergency decree allows the Government to tackle the outbreak through its Covid-19 task force – the CCSA. The Centre for Covid-19 Situation Administration makes decisions, relating to internal Covid policy and government reaction, on the run without having to wait for parliamentary votes.
The emergency decree is also the source of many of the current restrictions, including the wearing of face masks. It also allowed the Immigration department to issue the so-called ‘Covid extensions’ for people stuck in Thailand because of their home country’s re-entry policies or lack of return flights.
The decree has been extended from April 1 to May 31.
In a press conference yesterday, Thai PM Prayut Chan-o-cha said Covid-19 is “still a pandemic and there needs to be careful consideration and evaluation before transitioning to an endemic phase”.
The Emergency Decree was first invoked by the PM back in March 2020. The Centre for Covid-19 Situation Administration was formed under the emergency orders and has been responsible for setting measures, including health regulations, travel restrictions and entry schemes, to combat the spread of the coronavirus in Thailand.
The Emergency Decree has been extended numerous times. In past discussions, the government has considered ending the decree, but ending the decree would dissolve the CCSA. Officials have been considering more permanent measures to essentially replace the emergency decree as well as form a government body to handle the Covid-19 situation and other public health emergencies in the future.

Not to mention nearly 26,000 positive ATK tests. Two relatives of my wife (son, granddaughter (2 different households)) in Bangkok tested ATK +ve 2 days ago, (no PCR test as far as I know) and both are symptomatic and told to isolate at home. Indonesia is lifting all quarantine rules for international travellers to end two years of border closure, following its neighbours in easing restrictions as Southeast Asia moves past the worst of the Omicron wave.
The government will broaden quarantine-free travel to the rest of the country, while still requiring a negative Covid-19 test result, Tourism Minister Sandiaga Uno said in his weekly briefing on Monday. The reopening comes after a successful two-week trial of quarantine-free travel to Bali, Batam and Bintan islands, where the spread of the virus remained low, he added.
Southeast Asia’s largest economy has steadily chipped away at its remaining virus restrictions, most recently by allowing domestic travellers to board flights without having to present negative test results. Daily coronavirus cases have dropped more than 90% from the peak in mid-February, even as deaths remain high, reaching 139 people on Sunday.
The border reopening is set to bolster Indonesia’s role as the host of the Group of 20 summit this year. The country aims to use the flurry of meetings among officials from the world’s biggest economies to help revive tourism revenue in Bali and nearby islands.
Neighbours Vietnam, Malaysia and Philippines have already announced that they’re waiving quarantine rules for international travellers, while Thailand and Cambodia eased testing requirements to bolster tourism. The industry accounted for 12.1% of Southeast Asia’s economic output and employed 42 million workers in 2019, according to the Asian Development Bank.
