Another PayPal question

I know this has been discussed in the past but anyone with recent experience with using PayPal in Thailand. I understand you can open a Premier Account (in private not company name) with Thai Bank debit card. Anyone done this? I also heard about AsiaPay and ThaiEpay but all the information I found is pretty vague. Therefore would like to hear from people who actually are sucessfully using one of these or less successfully tried to do so.
