Have you tried the Eye Department at Hua Hin Hospital? If you go on a Monday Morning, you can avoid the queues by using the Express Clinic (I think you probably have to make an appointment). If the treatment is available through the Thai health service, then it will be available at Hua Hin Hospital at a fraction of the cost.
