have family visiting and they are thinking of going to Burma by car.Is it possible? Does it make sense?

As far as I know it is not possible to drive from Thailand into Burma, there are only 3 border crossings open to foreigners and onward travel from them is not possible. You can fly to Yangon and get a visa on arrival then travel further into the country.

I've also read that it is not permitted to drive in Myanmar without a Myanmar driving licence. International licences are not accepted.

For the reasons already stated I believe this is not possible. In addition, you should consider the (lack of) safety aspect. There are still many areas in Burma out of control. Power may be in the hands of armed local tribesmen, non-government paramilitia, druglords and other bandits. Even government troops may rob you.
