Low Tech Solution: FEMA and The Waffle House Index

For the Southern states, FEMA (Federal Emergency Management Agency) has a quick way to estimate the size and location and intensity of damaged areas. They call restaurants in the Waffle House chain in and around the disaster area. Waffle Houses never close. Their management can read a weather report so they preposition store supplies near the expected damage zone - but they can't prepare for everything. FEMA calls stores and asks 2 questions: Are you open? Are you serving a limited menu? They plot the first on a map as red, the second as yellow and the rest as green. The result is a rough map showing the path of a hurricane, flooded areas or where a swarm of tornadoes (or sharknados) touched down.

This only works for the South because that's were all the Waffle Houses are located.
