Also from the same article:
Prime Minister Prayut Chan-o-cha on Thursday urged people to download and use the app, but said there would no penalty for not doing so -- so long as people inform officials of their travel plans when crossing provincial borders.
The article may be 2 hours old but the content isn't. The spokesman for the CCSA mentioned also says in his brief that it's encouraged but not mandatory. People will be taken to task if intentionally withholding information. So it's about intent.

^^ Yes, Prayut said the no penalty bit on Thursday, then on Friday it's mandatory again.

Spokesman Taweesilp Visanuyothin said on Friday that use of the app would allow quick control of Covid-19 in the five provinces, which have the highest levels of infection. 

Its use is stipulated under regulation number 17 newly issued under the executive decree for public administration in emergency situations, imposed to control Covid-19."

Wouldn't it be nice if they all could speak from the same script?

All I can say is listen again to the FRIDAY briefing from the CCSA. That comes from Taweeslip Visanuyothin mentioned above. It's quite clear.

OK. But there are a lot of very unhappy commenters on Google play store.

According to the BP article the app was downloaded approx 7 million times in 3 days, but the play store shows only 1M+. Don't know about Apple.

State interference behind developers’ decision to walk away from Covid-tracing app
Government interference in test results was behind the decision by the developers of Covid-tracing app Mor Chana to walk away from the collaboration, a team member said.

Canada-based academic and developer Loy Chunpongtong on Sunday told Thai media that the government’s drive to control the app meant that it was not serving its original purpose, leading the developers to withdraw from the public-private team.

Medical technologist Parkpoom Dejhutsadin on Monday said “various agencies” were allegedly putting pressure to keep some infected users’ status as green in the app, effectively hiding their status from other users, rather than changing it to orange or red and allowing others to avoid a risk of contagion.

He made the allegation on his popular Facebook page หมอแล็บแพนด้า (Mor Lab Panda), citing members of the Mor Chana development team.

For those modified results, “only the state will know who is at risk, and not the public, making the app useful for only a specific number of agencies and departments,” Parkpoom wrote. “The public will obtain the least advantage from this, misleading the purpose of the developers who originally wrote the app.”

The developer team said on 15 January that they were handing over all operations to the state as they did not want the public to be confused as to who was running the app, according to the statement on their Facebook page.

Mor Chana was developed through the cooperation of the government and private sector, led by the Code for Public, a team of independent software developers, and the Chuay Kan group of software specialists and data analysts.

The news of their departure has been met with outrage and disbelief from the public, with netizens commenting on the app’s unreliability and breach of data privacy.

Dr Opas Kankawinpong, director-general of the Disease Control Department of the Ministry of Public Health, said on Sunday that they were open to talking with the developers regarding their concerns about the greenlighting the status of infected patients. He added that the app has successfully notified 3,283 users who were at risk, as of January 16.

Foreign tourists travelling to Thailand will need to download the Covid-19 contact tracking mobile application “ThailandPlus” before arriving in Thailand and use it throughout their stay. The app will notify travellers if they have been in close contact with any confirmed cases.

Throughout their trip to Thailand, tourists will need to keep the app “on” and check in and out of various locations by scanning QR codes. The app requires access to the smartphone’s GPS , but the Tourism Authority of Thailand says the information collected will only be used for public health purposes and will not infringe on the tourists’ right to privacy.

Travellers will also need to upload a recent headshot as well as supply their Certificate of Entry number and reference ID from the Royal Thai Embassy.

The app is a spinoff to the “Thai Chana” and “Mor Chana” apps. All use GPS and Bluetooth as well as QR code scanning to detect the users’ locations. The apps sparked controversy and many Thais expressed concerns about their privacy, but the government has assured the public that information will be kept private.

The development of the app is a collaboration between the Ministry of Digital Economy and Society, the Prime Minister’s Office and the Digital Government Development Agency.

Despite my previous protests, I did download Morchana because I thought it was actually quite clever as it was doing the work in the background, and after download I had nothing to do. I had nothing to hide. All that I do is open the app every couple of days, and feel re-assured that I was still green (always re-assuring when you support Plymouth Argyle :D ).

I'd always seen the Scan QR button at the bottom, but could never get it to do anything, so I just assumed it was a throwback to the Thai Chana era. However, I was re-assuring myself that I was still green yesterday, and touched the Data button. As usual, nothing happened. I accidentally swiped the data button right, and to my surprise the Scan QR button became enabled.

I've already talked about Thai coding prowess, but FFS what was this all about? I know several people with Morchana downloaded, but none knew they had to swipe one button sideways to enable another button. There's me walking around feeling very assured as a Very Low Risk yet several months on I found I haven't actually been using the app. How many others are in the same boat? Maybe more appropriate, how many on this forum had discovered to scan a QR Code on Morchana, you first have to swipe the Data button right. If you have been using the app properly, how did you know the Data button had to be swiped right?

Actually, all 3 buttons on my phone now work without swiping anything right but nothing had worked previously until my little accident yesterday.

Despite what the article says, Thai Chana does not use GPS or Bluetooth.

So unless you have a smartphone and are educated on the use of apps then you can't visit Thailand!
Blind people, disabled and others are banned from entering the country!!

My mother, for example, in her 90's has been coming to Thailand for the past 20 years. Is she up to the mark with a smart phone? NO.

Well, having just returned from Bkk, I never saw anyone using the app or writing their names when entering stores, including Emporium, Emquartier, Central Chit Lom and Erawan. Also when visiting K village, TOPS and VM, it was the same, temperature check only.

Back in Hua Hin and go to Bluport and name and phone number required to enter.

Thailand’s once-mandatory Covid-19 tracking application “Mor Chana”, or Doctor Wins, will be discontinued from June 1. Mor Chana was once commonly used to track coronavirus cases and notify people if they had been exposed to Covid-19.

Mor Chana, which was launched on April 29 2020, used GPS and Bluetooth to track the movement of users, who were expected to use the application to scan a barcode to “check in” to venues during the height of the pandemic.

In January 2021, health minister Anutin Charnvirakul said anyone who contracted Covid-19 without having previously downloaded and used the app would be subject to up to two years imprisonment and a fine of up to ฿40,000. The threat was criticised as unfair on people without smartphones.

However, over time, use of the Mor Chana fell out of use and many venues no longer expected attendees to “check in” using the app.

Yesterday, Mor Chana made an announcement via Facebook that the application will be discontinued from June 1. Mor Chana didn’t provide reasoning, but the move is thought to have something to do with Thailand moving towards declaring Covid-19 as an endemic disease. The Thailand Pass is also expected to be discontinued from June 1.

“The application service will be terminated from June 1 onward. We’d like to thank everyone who helped control the Covid-19 pandemic in Thailand.”

Does anyone know of anyone who was contacted via the app and told they were at risk or was this just more Thai BS?
