Flood risk in the capital as rain picks up

https://www.bangkokpost.com/thailand/ge ... n-picks-up

Authorities in Bangkok, Nonthaburi and Pathum Thani have been told to brace for possible flooding after the Royal Irrigation Department decided to increase the discharge rate of the Chao Phraya Dam in Chai Nat in anticipation of more heavy rain.

Thanakorn Tantikul, director of the Ayutthaya irrigation project, said the decision was taken to prevent floods in the northern part of the country, as a monsoon trough makes its way down the length of the country towards the Central Plains and upper South.

He said provinces downstream of Chai Nat have been advised to prepare for a possible surge of water from the dam, which may cause floods in low-lying areas.

Separately on Monday, Prime Minister Prayut Chan-o-cha posted on his Facebook page, saying while the intense downpours brought on by tropical depression Dianmu have begun to recede, heavy rain was still reported in isolated pockets, thus the risk of flash floods and/or landslides remained high.

"The government is doing its best to assist all people. Plans are also being prepared to prevent floods in the lower parts of the country, including Bangkok and its adjacent provinces," Gen Prayut said.

He said the Department of Disaster Prevention and Mitigation has been instructed to come up with a plan to deal with the nation's flooding issues. The department was also instructed to dispatch officials and equipment -- such as water pumps and rescue boats -- to help those affected by floods.

Meanwhile, Bangkok governor Aswin Kwanmuang posted on Facebook saying that the Thai Meteorological Department (TMD) has warned of intense showers across the country until Thursday.

Some floods reported in the capital may have been caused be the rising water levels along the Chao Phraya River, compounded by the heavy rain brought on by tropical depression Dianmu, which caused around 2,500 cubic metres per second of rain to flow through the dam in Chai Nat.

Chaiyaphum governor, Wichian Chantaranothai, said on Monday all but two districts in the province were inundated, before adding the floods were the worst Chaiyaphum has seen in 50 years.

Out of the province's 16 districts, only Kaeng Khro and Sap Yai districts did not report any floods, while the rest have been declared disaster zones, the governor said.

"The flooding was particularly damaging in Muang, Bamnet Narong and Chaturat districts -- with Muang district being the hardest hit," Mr Wichian said.

In total, over 10,000 households were affected by the huge volume of water discharged from the Lam Khan Chu Dam reservoir, he said.

In Bamnet Narong District, about 3,000 houses in 23 villages were flooded.

In Muang district, the entire business district was submerged under 50 centimetres to 2 metres of water, affecting nearly 25 communities. The governor said residents in affected communities were running out of food and drinking water.

In tambons Chilong, Nong Na Saeng, Ban Khai and Kut Tum of Muang district, many houses were completely submerged. Villagers went up their roofs to wait for evacuation. Electricity and water supplies to villages were cut off as a safety precaution.

Someone will have to take a look shortly and see how bad the Hua Hin surf conditions are this year with all that debris and silt washing down the Chao Phraya through Bangkok and into the sea. I can imagine it won't be a pretty picture for the next month or so. :(

BKK have had massive floods in the past and despite the time since the worst floods in 2011 nothing has been done.
Bangkok witnessed a catastrophic 2011 monsoon season, when it experienced its worst flooding in decades. A fifth of the city was underwater and more than 500 people died. In the past, farmland and rice paddies in low-lying areas absorbed flood water, but the city's expansion has seen much converted into real estate.

Thailand floods: Bangkok 'impossible to protect

The Thai government says it will be impossible to protect all of the capital from flooding because of a build-up of water to the north.'
http://www.bbc.com/news/world-asia-pacific-15381227

There was an exodus from BKK to Hua Hin at that time. Condos were one of the best sellers because of it.

BKK was flooded again in 2018 but not quite as bad.

Half hearted attempts at flood barriers have been tried. One major problem was that klongs had been built on 'illegally' preventing water from flowing naturally.

Will it be as bad this year. We'll see.

Dams lift discharge rate, flooding downstream

https://www.bangkokpost.com/thailand/ge ... downstream

The Chao Phraya Dam on Wednesday increased its discharge rate, sending a huge volume of water downstream, where four villages in Bang Ban district of Ayutthaya were flooded.

Extra water is also being released from the Pasak Jolasid Dam, with flood warnings for five central provinces.

The Chao Phraya dam in Chai Nat province increased its discharge rate to 2,766 cubic metres of water per second, the highest rate this year.

Somot Ketsuwan, chief of Bang Ban district, on Wednesday inspected flooding in areas in front of Wat Kopai in tamon Bang Luang Dod after Khlong Bang Luang canal overflowed and flooded four villages in the tambon.

A total of 162 households were affected, Mr Somyos said as he handed out relief bags to residents.

Meanwhile, five central provinces have placed on full alert for rising water as the Pasak Jolasid Dam will also increase its rate of discharge

The Department of Disaster Prevention and Mitigation on Wednesday sent an urgent letter to governors of Lop Buri, Saraburi, Ayutthaya, Pathum Thani and Nonthaburi provinces and directors of provincial disaster prevention to prepare for discharge from the Pasak Jolasid Dam.

In its letter, the department said the Royal Irrigation Department (RID) had said tropical storm Dianmu and an active low-pressure cell caused widespread flooding

About 515 million cubic metres of runoff was expected to flow into the Pasak Jolasid Dam between Sept 27 and Oct 3. If the discharge rate remained at 8.64 million cubic metres a day, the dam would reach capacity on Sept 30, the RID said.

To make room for more water and prevent the dam overflowing, the RID decided to increase the discharge rate to 3,456 million cu/m a day, about 400 cu/m per second. The rate be increased gradually. It would flow into Khlong Chai Nat-Pasak canal and then to the Rama VI Dam reservoir at the rate of not more than 700 cu/m per second.

This would see water levels along the Pasak River, downstream of the Rama VI Dam, rise to 2-2.5 metres.

The above photo is true. The wife has seen it on Thai News and apparently the going price per bag is 1,700 Baht. One size fits all, except when you get into the SUV/Pick-Up models.

Flooding halts trains to Nong Khai

https://www.bangkokpost.com/thailand/ge ... -nong-khai (Four minute video at link)

The State Railway of Thailand has suspended eight train services on the Bangkok-Nong Khai route due to flooding of the track.

SRT governor Nirut Maneephan said the track was flooded between Bamnet Narong and Chaturat stations in Chaiyaphum province.

The ground underneath the track had also been washed out at a bridge between Ban Luam and Nong Plung stations, leaving an opening about 30 metres long.

Water was also pouring over the track between Non Sung and Dong Phlong stations in Nakhon Ratchasima.

Effective from Wednesday, eight round-trip services on the Bangkok-Nong Khai route have been suspended. They are:

- Express trains No. 75/76 (Bangkok-Nong Khai);
- Local trains No. 433-434 (Kaeng Khoi junction-Bua Yai junction);
- Local trains No. 415/418 (Nakhon Ratchasima-Nong Khai); and
- Local trains No. 429/430 (Nakhon Ratchasima-Bua Yai junction).

Services would resume after the water had receded and the damaged track was repaired, Mr Nirut said.

Photos have appeared on social media this morning, and it doesn't look pretty. I'll be at Khao Tao soon - I'll take a look at the beach there, and post photos when I get back, if there's anything to see. May be just as well we're not re-opening just yet.

I guess the debris has a few more miles to go to reach Khao Tao yet. It's never been the prettiest beach, but it was looking clear of debris this morning.
