Try with your VPN on to let's say Singapore and see what it says? Actually I've used the Cambodia server a few times in the past and that was better than Singapore, but not consistent.

Just tried various servers - Singapore, London, New York and Los Angeles. New York was by far the slowest with 70 download and 260 upload. The UK, London, was surprisingly fast with 300+ for both download and upload. In the US I found that Los Angeles was pretty quick. 180 download and 275 upload.

Yes, all speeds well in excess of what most of us need. The OP just needs to talk to his neighbours to identify what works in his particular area.
