9 Army conscripts, 14 teens arrested for drug abuse at Hua Hin party
Police and troops raided a poolside resort house in Hua Hin early on Wednesday and rounded up nine Army conscripts and 14 teenagers who tested positive to drugs.
Somporn Patchimphet, assistant Prachuap Khiri Khan governor, led police and troops from the Thanarat Fort to raid the Happiness Hua Hin resort house after receiving a tip-off that some teenagers were holding a drug party.
The authorities also found women aged between 20 and 25, and many Army conscripts drinking and dancing beside the pool. They women said they came from Bangkok and they were holding a party for their 16 Army friends, who are about to be discharged. The authorities said 14 teenagers and nine Army conscripts tested positive to drug use.

I wonder if the real issue was noise but knowing that might not be treated seriously, the informant upped it to drugs - who knows?

It doesn't say what drugs, the neighbour might have found themselves getting stoned on the smoke coming over the wall and decided to harsh their buzz.

PRACHUAP KHIRI KHAN: Twenty-eight young people from Bangkok tested positive for illicit drug use during a raid on two rented houses in Hua Hin resort town on Tuesday night - Halloween.
There were 41 youths, male and female, at the two houses in Samerphong housing estate in Hua Hin district, when the party was crashed by police and soldiers around 11.40pm.
The raid followed information from the Office of the Narcotics Control Board Region 7 of a drugs party planned for Halloween in this resort town, said Somporn Patchimphet, the assistant Prachuap Khiri Khan governor who led the raid.
Several cars and pickup trucks were parked near the two rented one-storey houses, which each had a private swimming pool. Many people were drinking near the pools.
Twenty-four party-goers at the first house were asked to undergo urine tests, and 17 showed positive for illicit drugs - methamphetamine or ketamine.
Small amounts of ketamine were found wrapped in two 100-baht banknotes and one 20-baht note. Nobody admitted to ownership, Mr Somporn said.
At the house next door, 17 people were required to take urine tests and 11 were positive for drug use - four for methamphetamine and seven for marijuana. Some marijuana and drug use paraphernalia was found in one bedroom.
All 41 drug users were held in police custody for legal action.
Mr Somporn said the owners of the two houses would be summonsed for questioning. They would initially face charges of using the houses as a hotel without a permit. Additional charges would follow later, the assistant governor said.
This is what is needed! The pricks that rent their house out like this need to do some jail time.

Also the weekend renting of private houses to large groups of students is happening across Hua Hin, no doubt other places too. Residents are powerless to stop the noise and inconvenience. I believe a lot of the renting is not legal. I have experienced it myself, the party goes for 24-48 hours, with a lot being drunk, I don't know what else, and the Thai who owned the house I was renting at the time says it's a problem. The students aren't poor, judging by the flash cars/bikes they roll up in, disappearing (maybe back to Bangkok) on Sunday.

If you own a house and don’t know what it’s being used for or that your agent is open to illegal activities, you only have yourself to blame. Yep, but many Thais rent their houses out via agents too. My experience was living next to one of those 'party houses' for a few weeks. Not so bad as I wanted to call the police, but the activity was crystal clear, just 12-15 or so youngsters coming in and having fun for a couple of days, then next weekend a different bunch.

For those of you that don't know Ketamine also known as Special K or Mkat is a horse tranquilizer that's quite commonly abused in Europe never heard of it in Thailand.

Aw come on. This is not ignorance of the law. It's a case of not knowing that your house is being used for this purpose. 6,000 miles away and you left it in the hands of a 'reputable' agent and you trust him until a concerned neighbour manages to get in touch. The particular case I know of, that is exactly what happened. The owner having been informed made a special trip to take it out of the agent's hands and was going to report to the police. He was advised against it and accepted some 'compensation' from the agent. It is not just confined to the houses. In my case the idiots were, and still are, disturbing the whole Soi by having drag races up and down the Soi. Call the police and they either do not bother to come, or if they do come and catch the idiots, then you are likely to have more trouble when they find out which house called the police!

I won't take this forum into deep waters discussing what cheap drug is freely available across the country, and even flavoured like fruit to get youngsters interested. Best to close this off now.
