There's a new procedure being implemented, perhaps it's already started in this WC?
Basically it's no longer up the referee's discretion how much extra time is awarded as it's been so arbitrary apparently, and of course prone to corruption. I think now it comes from upstairs what time to award based upon their documented stoppage time and tracking records.
