OK, I was also wondering why they felt they needed to change the 30 day visa to a 15 one to stop people using them to stay here for too long(in their eyes). I was under the impression that this was already happening as you can only have like 3 of them 'on the trot' before you're told to disappear for while, same as the tourist visa. Any answers?

Permission will be granted for a period of not more than 30 days at a time but not exceeding 90 days in total, counting from the entry date.
(1) The alien has obtained a tourist visa
(2) The alien must not be of the nationality or type restricted by the Performance Follow-up Committee attached to the Immigration Bureau.
Also the 800,000 baht in the bank only for 3 months
In the case of a retiree: Permission will be granted for a period of not more than 1 year at a time.
(1) The alien has obtained a temporary visa (NON-IM);
(2) The applicant is 50 years of age or over;
(3) Proof of income of not less than Baht 65,000 per month; or
(4) Account deposit with a bank in Thailand of not less than
800,000 Baht as shown in the bank account for the past 3 months at the filing date of the application. For the first year, the applicant should have that amount in his bank account for not less than 60 days or

than Baht 800,000 as of the filing date of application

The law changed in October 2006 with regard to the 30 day visa exempt stamps. The deal was that you could only stay for 90 cumulative days in any six month period on them. The clock started ticking from the date of your first entry.
The number of entries in the 6 months didn't matter. Ie, you could come in 10 times, as long as you didn't total 90 days of stay. If you'd been in for 80 days, Imm would only stamp you in for 10 days on your final entry.
Obviously, thats changed now with this 15 day ruling. I'm not sure if the 6 months and 90 cumulative days has altered, but will dig around a bit and see what I can find.
Currently, there's no limit to the number of Tourist visas you can have, although most neighbouring Thai consulates will only give single entries. The current exception to this is Vientianne who are giving double entries. Also, consulates blow hot and cold on giving Tourist visas back-to-back. There's no Imm law to stop you doing this, it's up to the individual consulate. Penang is a good case in point. They were stamping your passport, saying not to return there or your visa application could be refused once you'd had 3 back-to-back visas. Directives change as a new head honcho takes over and I'm not sure what the current climate is at the moment.
If you're married to a Thai, there no problem getting a single entry Non Imm O visa in Penang- good for 90 days stay on entry. This type of visa can be extended annually at HH Imm on the basis of marraige/family income or retirement. The extensions are for a year and you just report to Imm every 90 days.
Jockey's given the criteria for getting a retirement extension above. For marriage/family income, it's proof of the marriage and joint income of 40K Thai baht a month. Imm would also probably want to see photos of you together at your home and there may be other requirements. The best bet is to ask them what they want to see before applying. The goalposts change.

Question is:
1) Does that mean it reverts to as pre-that order ie, many as you want ?
2) Does the 90 in 6 months really stay.
3) Does it mean only 1no. only 15 day run ? Doubt it as it doesn't say this anywhere.

As always, I think it'll take a little while before the general implementation and interpretation of these rules becomes clear. As always, what happens in BKK or Pattaya may well not be what happens here in HH.

There's 2 new regulations out Lomu, the extension one you mention has been translated, the 30 day reduced to 15 day one is in Thai, here it is:

If it's for a visa exempt stamp, then certainly it'll be interesting to hear how he gets on and which Imm office he was attending.
Lomuamart, on Thursday I was speaking to a girl that does the Visa Runs on the 3rd floor of the Hua Hin Shopping Mall and I ask her about it.
She advised me if I wanted to stay longer than the normal 30 days I get on arrival, to get a 60 day tourist visa(available at a cost of 45 Aussie Dollars before I leave), and then if I wanted to stay another 30 days to do 2 x 15 day visa runs after that.
Then I would have to go home for 3 months and then I can do the same again. That way you still get your 90days every 6 months and really the only extra cost is the visa that is granted before I leave.
Not sure about any other country regarding 60 day visa before you leave, but may be an idea to look into.
