I've Googled it, and the answer came back as VERTIGO RESTAURANT, the 2nd highest in thw world. Does that help?

The page stated:
On top of the Thai Wah II Tower on Sathorn Road is the amazing Vertigo Restaurant. It is designed in such a way that when one is seated, looking across the multiple levels of the rooftop makes it appear that there is no railing. This spectacular restaurant is an good use of roof space which in most highrises is merely used for mechanical utilities and antennas.

Sirrocco in the Dome building, overlooks the river and most of Bangkok. They claim to be tallest open air restaurant!?!?
Been once and best setting I've ever been to, was a bit pricey but not too bad depending on what you order. You can just go up for a drink around the bar without having to eat.
Sirocco is also one of Bangkok 's best live jazz venues, featuring the vocal styling of international performers six nights a week
Obviously you wanna book on one of the 6 nights.

The sirocco resturant is in the Labua tower, which is the state tower aka the dome
aka the Sirocco restaurant in the Dome section of the state tower that houses the Labua Hotel :D

It can be seen by it's golden dome over to the left as you cross the high bridge (Rama III ?) from Hua Hin.
