I far as I know, Ulan Bator is pretty quiet now. Even in the rush hour.
To be honest, where in central Hua Hin will you find a quiet spot by noon?
Get up man.
The mornings are the best time in Thailand.
Quiet and cool.
I intend to live forever - so far so good.

No disrespect, but if you want tranquility, shouldn't you be looking to stay out of the centre of town. It does tend to have typical town like sounds!

If you sleep so late because of the alcohol you have consumed the night before, is noise going to be an issue?
