Yes, you need to have an address if you buy these things.
I bought my first Honda Wave using the address of a guest house before my own house was finished.
I intend to live forever - so far so good.

When I bought mine I just turned up with the cash and my passport. No blue or yellow book was asked for.

After 30 mins I was riding away my new Honda... :D

If you wave 48,000 bht in front of a Thai then things happen.

The thought of me walking away with the cash was too much for her to bare...

Just tell them if you can buy now ok, if not the money go's back into your pocket and you will walk away.

Their out of their chair before you can say Honda...

A very basic but nevertheless effective negotiating principle. I heartily commend it - assuming that the buyer has alternative / various options.

But imagine this - you want to buy / rent a pussy cat for a couple of hours. There is however only one pussy in town. Further imagine, purely for the sake of discussion, that this pussy cat requests a payment of THB 48,000 for a ride. I'm none too sure I would pay that even though that this may be the best pussy in town.

BUT, I must admit that, as Randy Cornhole says "if you wave 48,000 bht in front of a Thai then things happen".
It may be rubbish - but by golly it's British rubbish.
